List of significant changes made to SpEd Forms Internet Edition since 07/01/01
All updates are cumulative. To request an updater please complete a support request. You should receive the updater within two working days.
9/3/07: 2007-08 Forms update installed
Working copies of the 2007-08 due process forms are now installed on SpEd Forms servers. To ease transition the 2006-07 forms are still available from the forms menu. To access the 2006-07 forms simply click on the link at the top of the forms menu.
1. Forms marked “New” are new due process forms finalized in August, 2007.
2. Forms marked “Draft” have been released in draft format by the Department of Education but not yet finalized. Expect these forms to be further revised.
3. Several new drop down menus have been added to the IEP to ease data entry. These menus may be defined by Super Administrators (Preferences>>Edit drop down lists).
4. For all drop down menus, if a district id is entered for an option, the option will only appear for students being served by that district.
5. Spanish translations are not yet available for all forms. As the translations become available they will be posted.
6. Two alternate forms are available for the new state recommended Prior Written Notice:

*Notice of Educational Evaluation/Reevaluation Plan
*To compliment these new forms an expanded Parental Consent/Objection Form is also available
7. On the services page of the IEP, the Program Modifications and Supports services grid can be converted to a simple text entry box by the Super Administrator (Preferences>>SpEd Forms customizations).
8. On the district-wide assessments page, teachers can be forced to select from a super administrator defined district wide assessment from a drop down menu (Preferences>>SpEd Forms customizations).
9. Finalization will be added to the new forms on September 10th.
As you know, the new forms were finalized by the state in the second week of August. We worked hard to implement these forms by September 4th and will be listening carefully to your feedback.
An update including the new forms is available to districts with their own servers. Please note: if the update is installed a follow-up update will be required next week to activate IEP finalization.
07/24/07 July Updates
Over the next few days, an update will be applied to SpEd Forms servers including improvements made to the program since April.

Over the last few weeks, we have received several questions about updated due process forms due to be released by the state. These forms are still in draft format. We have been advised that the Department of Education plans to release final versions in mid-August, upon which they will immediately be included in SpEd Forms.
Highlights of this update:
General Programming
1. Additional programming has been added to further reduce client side caching.
2. Internet Explorer users can now insert a page break in a text box on any page that the icon is available.
3. “Jump to” drop down menus have been added to most pages to allow for faster navigation to other sections of the program.
For administrators
1. Student Sharing Reports now allow the administrator to completely clear out the students current sharing list and only the newly selected case manager will appear.
2. “Provider” has been added to the search criteria for the Service reports.
3. “Find students over age 21” has been added to the built in reports to make it easier to find and delete those records.
4. Super Administrator’s can assign custom reports to specific districts and schools where the administrators will have access to them.
5. Services detail report now makes it easier for administrators to discriminate between ESL services and services delivered during the regular school year.
6. Integration with other school systems using SIF is now available.
7. A new MARSS record is automatically updated each time an IEP is finalized.
For teachers
1. The program now verifies the birth date entered on the setup pages and will warn the user if the date entered puts the student over the age of 21.
2. The general layout of the student’s form menu has changed. There are “tabbed” sections along the top that will allow for smoother navigation.
3. Edit setup and student sharing buttons have been added to the top of each section for easier access.
4. An ESL section is now available. The Home Language Questionnaire and Expanded Questionnaire are currently available and additional forms will be available soon.
5. Teachers can assign a new case manager and clear out current student sharing. The only user with access to the student will be the newly assigned case manager.
6. The contact person on the Notice of Procedural Safeguards can be modified.
7. The “Service Hours Report” has been added to the teacher report menu.
8. The LEP section has been added to the Spanish version of the IEP Assessment section.
9. Letter to Parents, located in MA Forms, now has a Spanish version available.
For third party billers
1. A paging mechanism has been added to allow the user to view and create larger batch files by selecting the number of records to display per page.
2. The NPI has been added to the Annual Data Report form, along with the district’s provider number.
3. Each individual date of service is now assigned a unique claim number that will allow for more accurate and specific tracking.
4. Claim Adjustment Reason Codes are now imported in the DHS Response file.
5. Each submission of an 837 claim file or 835 response file is now assigned a unique transaction ID number. The user can go back and look at any transaction submitted by a particular district, the date and type of file submitted and the number of claims with in the file.

Highlights:
For teachers
1. The “Summary of Performance” is now available.
2. A companion extended school year checklist has been linked to the
existing “Extended School Year” form.
3. On the forms menu, the “Special Education Data Sheet”, “MARSS
Student Data” and “Release of Information” forms are now listed
with the “Notice of District’s Proposed Action or Denial” for easy
access.
4. When an evaluation report is finalized, a prompt now appears for the
new student evaluation status and the evaluation date is updated in
Student Setup.
For administrators
1. In the user list, administrators can now search by permission level.
For third party billers
1. The 200 claim limit for DHS 837 files has been removed.
2. A new report, “View batch file transactions” provides easier
access to previously submitted batch files.
3. The PCA checklist format was added to PCA activity logs. This
functionality can be turned off in “SpEd Forms customizations”.
4. The “Third Party Liability” letter has been updated.
5. The NPI ID has been added to “District Setup”. The NPI ID must
be entered before May 23rd to ensure batch files continue to be
processed.

The latest revisions and updates were uploaded to SpEd Forms servers on
03/18/07. The changes apply only to the “new” server addresses (15,
16, 17 and so on).

Highlights:
1. The IEP team meeting date has replaced the IEP written date as the
date used to calculate IEP due dates. Teachers will notice a change in
the colors of smiley faces in their student list if their IEP meeting
dates are not entered in student setup.
2. For MA Forms, if the service chosen in an activity log is PCA, then
the activity log is displayed and printed in a PCA checklist format.
All 835 response files should now import without a timeout error.
3. On the Notice of District's Proposed Action or Denial a text area
has been placed under each of the statements numbered 1 through 5 to
allow for a description.
4. In the Administration user list, the permissions on each user now
appear under each user name. The “Log in as…” feature has also been
applied to user lists.
5. A new “Overview” screen gives administrators a quick overview of
service plan due dates, notice dates and evaluation due dates. The
“Overview” screen can be accessed from the Administration Menu.

During the last week of November we completed adding most new draft due process forms to SpEd Forms. However, since learning the DOE now plans to revise and release the new forms in the late spring for implementation next fall, we have removed the draft forms from the program so you can immediately take advantage of new SpEd Forms features.
In the last half of 2006 we focused on simplifying the teacher interface and improving your ability to manage data in SpEd Forms. We have also focused on improving your ability to import and export data to any source.
The updated version is available on a new server address which will be provided to each districts' SpEd Forms contacts. You may use your old and new server addresses concurrently until the summer of 2007 as both the old and new versions of SpEd Forms retrieve and save data to the same database. In July, 2007 the old server addresses will be turned off.
Updates for special education teachers:
- Simplified user interface - "Student setup" and "Work with student information" have been combined into a single "Work with students" screen.
- Improved MARSS entry screen based on DOE MARSS Student Data form ED-01910-10.
- A new tuition billing calculator in "Student Setup" helps calculate total service hours.
- "Evaluation Status" is now called "Status". Includes two new student status options; 90 (General Education) and 91 (504 Plan).
- "Services Summary" has been improved and renamed "Special Education Data Sheet".
- The "Student Acknowledgement and Tuition Agreement" form has been added.
- A new client-side JavaScript spell check program has been implemented. Works with DesignMode and much better in all internet browsers.
- Request access to any student record in the site database by clicking on the "Request Student" button at the top of the student list.
- Measure and graph progress towards goals and objectives.
- The full working copy of the student record is now transferred when using the remote transfer between school districts.
Updates for special education administrators:
- Two new student status options allow for the reporting of students on 504 plans (and other general education students).
- User defined imports. Create, save and schedule user-defined imports into any SpEd Forms table. Includes a predefined MCA-2 import.
- User defined reports. Create and save user-defined reports by making queries on up to three tables.
- T4. DHS X-12 response import allows Third Party Billing coordinators to import actual transaction amounts and dates back into MA Forms.
- Default service multipliers can be set for days, weeks, months or years in "District Setup".
- An improved calendar allows you to share events with all teachers in a cooperative, district or school.
- Send multiple, secure district specific messages to teachers. To send secure messages to all teachers in a district, navigate to district setup.
The new user guide, reflecting the changes in SpEd Forms, is now available.
In addition to implementing suggestions from schools, our focus in the spring of 2007 is development of a SIF agent for SpEd Forms to promote seamless sharing of data between SpEd Forms and student information systems.

Updates for special education teachers:
- DesignMode* for ER Forms: DesignMode for ER Forms includes word processing tools. For example, teachers can style text and add tables using a simple graphic user interface. For Mac OS users, Opera 9.0 or later is a prerequisite.
- My Goal Bank: Teachers can save their own goals into SpEd Forms for future reference.
- The Manifestation Determination form is now available in Spanish.
Updates for special education administrators:
- IEP validation: IEPs must now be validated before they can be archived. "Simple" validation is enabled in this update.
- Grade rollover report: Grades can be rolled over on a grade by grade basis by super, district or school administrators.
- Student history report/control panel: The student history report helps administrators view staff activity. For example, an administrator can view all IEPs, IFSPs, and IIIPs finalized over a specific time period.
- To eliminate unnecessary duplicates, MARSS entries are now only submitted upon finalization of the following forms:
- Notice of District's Proposed Action or Denial, IEP, IFSP and IIIP.
- MARSS records may also be manually submitted using the "Submit MARSS Data" on the "Student Setup" page.
- Default service multipliers can be set for days, weeks, months or years in "District Setup".
- School and/or district ids can be changed in "District Setup" and "School Setup".
- Super administrators can now organize units with multiple districts (called "cooperatives" in SpEd Forms). For example, the super administrator can organize school districts into cooperative units and then assign access to administrators for each cooperative.
- "Service Hour Total by Student" report. This report uses archived service plans to calculate the total service hours per service plan for the purpose of MARSS reporting
Updates for third party billing coordinators:
- Annual rates reporting for MA Forms.
- Added accommodation for the National Provider Identifier (NPI).
- Activity and trip logs can now be completed before student billing setup is complete.
- "Not billable" checkbox enables not billable encounters to be stored in MA Forms.
- When duplicating activity and trip logs, weekends are automatically skipped.
- The standard navigation bar has been applied to "Student Billing Setup".
* Technical notes regarding DesignMode:
- Opera 9.0 is now available for Mac OS. To take advantage of DesignMode (the most anticipated new feature of SpEd Forms) Opera 9.0 or later must be installed.
- Windows users must enable Internet Explorer to display mixed content or a security message will appear. Please refer to:

- We are currently waiting on the release of an update from our spell check vendor. The new update will be necessary to enable spell checking of evaluation reports created in DesignMode.

Modifications for teachers using SpEd Forms:
- The last search criteria used in “Work with student information” is remembered by SpEd Forms and then used when the user next navigates to the list.
- In “Work with student information” a birthday cake icon appears if the birthday of a student will occur in the next fourteen days.
- SpEd Forms “remembers” when a user is logged in by identifying the IP address of each user. If a second person logs into SpEd Forms with the same user name and password before the teacher clicks on the “Quit” button, then they will receive a warning message.
- If a teacher does not have edit access to a student, the “Work on this record” button is replaced with a “View this record” button.
- Every evaluation status that will exit a student is labeled “Exit”.
- Multiple “Additional Information” pages can be created and saved.
- All new or modified passwords are required to be six characters in length.
- If the “Interim” box is checked on an IEP, then the smiley face in “Work with Student Information” will remain orange to remind the case manager of the IEP status. If the “Written Date” on an interim IEP is more than 60 days then the smiley face will be red.
- A Spanish version of the Notice of Procedural Safeguards.
- In the IIIP, provider name, phone and email are automatically added to the IIIP if the provider id is entered and then the “Save” button is clicked.
- On the signatures page of the evaluation report the names of team members may be typed. If names are not typed then lines will appear for signatures.
- The word “Draft” is printed on the top of the EIEP, IFSP and IIIP if the Draft option is selected in print preview.
Modifications for MA Forms:
- Students can be exited from MA Forms. A student who has been exited from SpEd Forms will no longer appear on work lists, but lines from activity logs for those students can still be batched.
- The sort order for activity and trip logs is descending so more recent activity and trip logs appear first.
- Only the MHCP#, name, address and birth date are required to start working on MA Forms activity and trip logs.
- A “Comments” box in MA Forms “Student Billing Setup” allows for student specific notes.
- The Parent Information Sheet and MHCP Only Parent Notice are now available in Spanish.
- In the reconciliation report records can be searched by serving district and date paid.
Modifications for SpEd Forms administrators:
- A snapshot of current user activity is displayed on the “Administration Menu”.
- Administrators can view and/or print a user list containing ids, names, usernames and passwords from “User Setup”.
- Users cannot be deleted if they are the case manager for any students. Student records must be reassigned before a case manager has been deleted.
- For each district, students can be automatically moved to a predefined Case Manager when they are exited. To choose a case manger for exited students navigate to “District Setup”.
- In “Forms Access and Customizations”, Administrators can choose to allow teachers to enter a resident district number not on the district defined list.
- The report “Access Summary by Teacher” summarizes the activity of teachers using SpEd Forms.
- The report “Count of Services by Service Provider” counts the number of services provided by individual providers.
- The report “Active Student Count (by school)” counts the number of active students in each school.
- The report “Disability Count” counts the number of students with each disability. Results can be grouped by school.
- The administrative “Student List” shows a smiley face next to active students.
- The “Edit” link next to student names in the “Combined Report” links to the universal “Student Setup” page.
- The search criteria for a report prints on the first page of the report.
- Space and a heading differentiate “Super Administrator” reports from school and district administrator reports.
- Search criteria for the Teacher Workload Analysis Report now include "Serving District" and "Teacher's Name".
- “Custom Import” allows the data to be imported directly into the SpEd Forms “Student” table.
- New Deaf-Blind evaluation report and criteria templates.
- Revised Hearing Impaired criteria.
- Revised DAPE evaluation report and criteria templates.
Other issues addressed:
- School information not printing on the Spanish translation of the Progress Report.
- Spell check not checking all fields on the Progress Report.
- School/district administrator case management agendas showing too many students.
- Exited students are not included on the Teacher Workload analysis.
- When printing in Opera, information centers on the page.
- The Spanish translation of IEP manager appears on the Spanish Student Information page of the IEP.
- When the profiles of learning charts are unchecked in “Preferences” they do not appear on the IEP menus.
- The time of the meeting on the Notice of a Team Meeting remains on one line.
Shane’s take on the update:
Our focus over the last few months has been to improve usability for teachers and improve administrative control and access to data.
Expect questions about item 3 under “modifications for teachers”, the new warning message. Upon seeing this message for the first time teachers may be concerned somebody else has their use name and password - in most cases they will have simply move to another computer before quitting SpEd Forms.
For administrators the reporting keeps getting better. The new “canned” reports help you get better access to student data and gain a better understanding of how teachers are using SpEd Forms. If you do print a user list please take care of it - everyone with access to the user list has access to all student records.

Update Notes
- Please make sure all SpEd Forms users have a unique user
name and password. If more than one user logs on with the
same user name and password, student data may be
overwritten.
- Let all administrators know that their SpEd Forms web
address will be changing. The new administrator login
address is the same as the teacher login address.
- Please enter a list of resident school districts. Navigate
to Administration Menu>>Preferences>>Edit Drop Down Lists then
click on RESIDENT SCHOOL DISTRICTS. For new students teachers
will only be able to select resident districts from this list.
The SpEd Forms update includes the following new features:
- Many forms can be stored electronically for future
reference. They include: Notice of a Team Meeting, Notice of
Propose Action or Denial, IEP, IIIP, IFSP, Progress Report,
Periodic Review and Evaluation Report.
- Students information will be tracked using the MARSS
evaluation status. For evaluation status change, a new entry
with identical fields to the MARSS B file is made. This file
may be exported in comma delimited format.
- IEP managers can no longer delete student files - instead
they exit students. Exiting the student removes the student
from the IEP manager list and sets the evaluation status to
either No longer receiving services or Did not qualify.
Exited files can be stored as long as needed and reactivated
if necessary.
- All users, including school and district administrators now
use the same log in address.
- School, district and super administrative privileges can
now be assigned to any user.
- All data can be exported in raw format to files which can be
opened in Excel or exported to another database.
- Batch transfers can be automated between SpEd Forms and
other school information systems. For example, demographic
information in SpEd Forms can be updated automatically from
student information systems. Setup and maintenance fees
apply. Please contact SpEd Forms for more information.
- School and district administrators can now access most
reports available to the super administrator (limited to
students in their school or district).
- Individual sections of the Evaluation Report can now be
printed separately.
- Spanish forms have been better integrated into SpEd Forms.
To choose a form in English, teachers can click the E icon,
to choose the form in Spanish, teachers simply click the S
icon.
- Most drop-down lists can now be customized by any SpEd Forms
super administrator. To customize a drop down list, navigate
to the Administration menu and click Preferences .
- Additional redundancy has been added to improve reliability
over weak internet connections. These improvements were
tested in California this fall, and have been found to
virtually eliminate time out messages.
- SpEd Forms Maintenance has been relocated to the Reports
menu.
- The SpEd Forms Administrator can create a login message
seen by all SpEd Forms users when they login to SpEd Forms.

>>Preferences.

SpEd Forms General
- An issue has been addressed on all Goal related pages in the expanded IEP, IEP, IFSP and IIIP where an entire Goal/Objective set would not print if an Objective was not chosen for that Goal.
- Fixed an issue in the Extended School Year section that would uncheck all check boxes when saving information on the Assessments page.
- The expanded IEP Assessments page has been updated to reflect changes made to the state regulated form.
- The IIIP Periodic Review now has the “Clear/Refresh” button and works the same as the expanded IEP’s Progress Report.
- A new javascipt calendar has been added to all date fields. Users may click on the icon to the right of the date field to select a date from the calendar.
- Fixed an issue where inactive services appeared on the teacher workload analysis report.
- A great deal of effort has been dedicated to the Spanish expanded IEP and IFSP, making sure that all previous SpEd forms updates and fixes that were implemented on the (English) expanded IEP and IFSP have been implemented on the Spanish forms versions.
- Spanish forms users of can now print the entire expanded IEP and IFSP. Just as in the English versions, menus are available where teachers are prompted to select the pages they wish to print.
SpEd Forms Administration
- In the Users menu, the contents of “Category”, “District” and “School” will now appear in alphabetical order and so will the “District List” and “School List” in the District and Schools
Setup menu.
- The expanded IEP has been added to the “Forms in PDF Format” menu of the “Reports” menu.
- Fixed an issue with the custom report print layout.
MA Forms Administration
- Clicking on “Not Sent” in the Create/Edit Batch Files & Reconciliation Report menus will now return results where the “Sent Rev” is more than “1”.
- The MA Billing Menu’s appearance has changed so that it is consistent with other SpEd Forms Menus.
- All MA Forms are now available in PDF Format on the (District) MA Billing Menu.
- Search results in the Reconciliation Report now show a column for “Logged”, “Billed” and “Paid”.
02/01/05
- The entry fields for materials, procedures and evaluators on the Notice of Educational Evaluation/Reevaluation Plan are now larger.
- Users can now print the entire Expanded IEP, Minimum IEP, IIIP and IFSP. For the expanded IEP, print entire IEP has been modified - teachers are now prompted to select the pages they wish to print.
- Users can now send feedback regarding server performance directly to SpEd Forms. This is to intended to help SpEd Forms staff evaluate the performance of servers in the field.
- If a user (Teacher or Administrator) navigates to an ER section that someone else has "exclusive rights" to, the JSpell and Save buttons will not appear.
- Fixed an issue printing and saving "Consent for Release and Exchange of Information".
- Corrected a typographic error in Adapations (Page 1, "Study Guides related to test constant" was changed to "Study Guides related to test content".
- Fixed an issue where a teacher without edit access could potentially overwrite an Evaluation Report.
- Both Pick up and Drop off address fields in the Emergency Health Information Card are now large text boxes.
- A list of team members can now be printed from the IIIP.
- Default district and school are now automatically selected when a new student is added.
- All state recommended forms have been added in PDF format. To access PDF forms navigate to the administrative reports and click on "Forms in PDF Format".
- A new SpEd Forms "Compact Database" script has been added to search for unnecessary database records. To run this script navigate to "SpEd Forms Maintenance" then click "Compact Database".
- If the Administrator has "exclusive rights" and another user navigates to the same section they will be informed that "The Administrator" has exclusive rights.
- If the Administrator navigates to an ER forms section while an IEP Manager has "exclusive rights" they cannot gain access by navigating to the ER Menu and then back to the same section.
- An issue was fixed where the Administrative user could only edit evaluation reports by logging in as the IEP manager.
- Administrators can now designate edit access to District level administrative users. To assign edit access, check the "Edit" checkbox in district setup.
- Administrators can now run SQL statements on the SpEd Forms database. To run a SQL statement, navigate to "SpEd Forms Maintenance" and the click "Run SQL".
- Administrators can now create custom reports and export data files from raw data in the SpEd Forms. To create a customer report navigate to the reports menu then click "Custom Report/Export".
- Administrators can now set a default service multiplier for each district. The multiplier is used to calculate service minutes for tuition billing. To set the default multiplier navigate to district setup and then enter a value into the "Default Service Multiplier".
- Administrators now receive a warning before a student record is permanently deleted.
- When an IEP manager "deletes" a student record the IEP manager name and the date of deletion is added to the student record. This information is displayed in the "Students not assigned to an IEP Manager" report.
- When an IEP manager is deleted, their provider number is deleted from student service pages.
- The "Child Count" report is now available to District and School Administrators.
- MA Forms - When duplicating entries in Activity/Trip Logs the date will now be incremented by one instead of being the same date. Also a field has been provided to duplicate any given number of logs.
- MA Forms - A warning has been added if duplicate dates are discovered stating that you cannot make claims for multiple dates in one calendar month.
- MA Forms - When the serving district is changed at the bottom of an activity log the service will have to be re-entered. This fixes an issue where the newly chosen district's rate was not updated when the billing administrator would make batch files for a Coop or OT billing.
- MA Forms - "Send a Replacement Batch File" has been added to the MA Menu. Batch claims that have been paid by the state can now be reversed and sent with the corrected amount if needed.
- MA Forms - The Reconciliation Report is now ordered by date instead of line ID to more closely represent how the services are listed on the MN-ITS RA. The column showing the line ID on the Reconciliation Report has been replaced with a column showing the Modifier.

- As per recommendation from Robyn Widley (M.D.E.) the separate Goals and Services pages from the 2003-04 version of the IIIP were reinstated. Please note: if services have been entered both on the IEP and then on the IIIP this fall those services will be duplicated on the IIIP.
- Created a separate view and print page for the Services Summary. This page is now linked on the Forms Menu. The Services Summary page was created to assist school business offices collect information for Tuition Billing.
- If "IEP", "IFSP" or "IIIP" is selected in Student Setup, the word "Active" will appear next to the form on the Forms Menu. Administrators will can search for IEPs, IFSPs, or IIIPs using the Student List , Child Count Report, MARSS Report, and Combined Report.
- A list of school districts using SpEd Forms Internet Edition is available from the "Send Student to a new Case Manager" screen.
- Several issues were fixed, they include:

Forms
- The IIIP has been updated to reflect changes released by the state over the summer.
- "Goals/Objectives" and "Core Services" - These pages have been combined into one page relabeled as "Shared Services". Each IIIP and goal is now entered and prints on a separate page. In SpEd Forms, service information will now appear above each goal on the IIIP goal page.
- "Additional Information Required for Ages Three through Twenty-one" - Two additional data fields have been added at the bottom of the page dealing with transition.
- "High Standards Required for Ages Three to Graduation from High School" - Reformatted to more closely resemble the equivalent page on the IEP.
- "Signatures Required for Medical Assistance Waiver Care Plans" - Change in wording on the first (a) check box.
- The Department of Education Spanish translations have been added to SpEd Forms. The SpEd Forms Expanded IEP has been translated into Spanish. All demographic fields are shared with the English forms while all larger narrative fields ("memo" fields) have separate fields for each form.
- Substantial changes have been made to MA Forms over the last twelve months. The MN-ITS system became ready to accept X12 files in early August. We are finalizing testing and plan to release the completed version in September. New/updated features are available in this update include:
- An updated version of the MA Parental Consent form.
- New third party billing service codes. Service codes and billing rates need to be entered on a district by district basis in the district administration login.
- New third party billing district administration screen. This screen needs to be completed before third party billings can be sent to the DHS.
- District administrators can now view and print individual activity and trip logs.
- Key third party billing information such as MARSS id, MHCP id and address now prints on activity logs.
- Additional information has been added to Emergency Health Information Card.
- "Notice of a Team Meeting" - To conserve space, only boxes checked on screen will print.
- Evaluation status codes and description have been updated. To view the evaluation codes, click on "Eval. Status" in "Student Setup".
Administration
- "IEP/Case Manager" privileges have been separated into two new types of security privileges.
- IEP Manager (Create and Share Students) - This person may create new student records, edit student numbers and share records with team members.
- IEP Manager (Share Students) - This person may shared student records with other team members but cannot create new student records or edit student numbers.
Please note: All teachers previous listed as "IEP/Case Manager" will automatically be assigned "IEP Manager (Create and Share Students)" access.
- A new "Timeline Monitoring" report has been added for corrections. This report includes two new fields, "Academic Group" and "Admit Date" which can be compeleted in "Student Setup".
- The Combined Report has been expanded to include incomplete student records. Student records can now be selected by IEP Manager or Service Provider.

- SpEd Forms now includes a built-in Spell Check. The spell check checks all narrative ("memo") fields. Districts with their own SpEd Forms server should install JSpell to activate the spell check (contact SpEd Forms for more information.)
- The Student Add and Student Modify screens have been reformatted to accept more information. To add a new student a teacher now clicks on the "Add New Student" button from "Student Setup". Evaluation Consent Date, Date Evaluation Written, IEP Date, Service Start Date and Service End Date can now be entered in these screens.
- When important dates are not entered, or appear out of order warning icons now appear in the student list. These icons can be clicked on for more information.
- The Progress Report now includes a button called "Clear/Refresh Progress Report" which allows teachers to manually refresh goals and objectives.
- A pull down menu has been added for Federal Setting to enforce consistency.
- For Mac OS Internet Explorer users, the navigation bar no longer "floats" above the page.
Technical
- The HTML frames previously used in SpEd Forms have been eliminated to allow greater compatibility with non-Microsoft Internet browsers and operating systems.
- SpEd Forms pages now attempt to force the cache in the client Internet browser to expire immediately. This reduces the likelihood teachers will view old information in Internet browsers which do not allow cache settings to be changed.
- In our Mac OS testing, we received the best printing results from Internet Explorer 5.x (both Mac OS 9.x and Mac OS X). However, we found Safari and other Mozilla based browsers also worked with SpEd Forms. When printing from these other browsers margins are set automatically by the computer and can not be changed. Margins in other Mozilla based browsers were smaller than margins in Safari.

- Add new search capabilities on the administrative IEP Due Date and Three Year Evaluation Due Date reports that allow the administrator to search for due dates by IEP Manager.
- Changed the formula used to generate Three Year Evaluation Due dates. The new formula now adds three years to the Last Comprehensive Eval Due Date.
- Improved setup ease by removing the need to enter the root URL during setup.
- Added ability to change user category menu (users can be organized by organizational units such as school buildings rather than "Teacher", "School Administration" etc.)
